It is reported that this centralized procurement quotation divides the products into groups A and B. In the same product category, each applicant can only declare one price, covering all products that meet the application conditions under the product category. Among them, the top 70% of the companies in Group A ranked from low to high in price are intended to be selected (rounded to the nearest integer), and the top 40% of the companies in Group B ranked from low to high in price are intended to be selected (rounded to the nearest integer), and the highest proposed winning price in the group shall not exceed 1.5 times the lowest proposed winning price.

If the company quotations are the same, the one with the largest procurement demand reported in this alliance centralized procurement will be given priority. If the declared price of Group B is higher than the lowest winning price of Group A, it will be a non-winning enterprise. In addition, there is also a resurrection mechanism.

The "Notice" indicates that the centralized procurement cycle is 2 years. The first year of the procurement cycle is from May 20, 2025 to May 19, 2026, and the tripartite agreement is signed once a year.

In addition, it is worth mentioning that in addition to the above three types of medical consumables, the Sanming Procurement Alliance also announced the centralized procurement of 20 drug varieties such as methotrexate, megestrol acetate, carboplatin, and raltitrexed (of which 2 varieties of nitroglycerin have passed/failed the evaluation).

Its centralized procurement of consumables has always attracted attention from all parties. According to statistics, the Sanming Alliance has completed joint price-limited procurement of 6 batches of drugs and 8 batches of medical consumables, and the results of the centralized procurement achieved have been very significant.

According to the news from the first press conference on implementing the Sanming medical reform experience held by the National Health Commission in Hubei recently, after the reform, through centralized procurement, the prices of drugs and consumables dropped by more than 50%, and the costs of CT and MRI examinations dropped by 26.8%.

The centralized procurement of medicines and consumables for the “six diseases co-management” is a new procurement model explored by the Sanming Alliance. In February 2024, the Sanming Municipal Government and Ruijin Hospital affiliated to Shanghai Jiao Tong University School of Medicine announced a collaboration to "co-manage six diseases", aiming to coordinate the management of six high-incidence diseases: tumors, cardiovascular and cerebrovascular diseases, respiratory, metabolic, reproductive medicine, and geriatric medicine.

The six major types of diseases are set up around the full life cycle management of prevention, screening, diagnosis, treatment, management and rehabilitation. By approaching from the perspective of disease types, a new type of procurement model has been formed: for a certain type of disease, related drugs, consumables, services, etc. are purchased in a "packaged" manner.

The centralized procurement of medicines and consumables for the "six diseases to be managed" has also attracted widespread attention. Dong Chaohui, director of the Price Procurement Department of the National Healthcare Security Administration, once pointed out that the centralized procurement of medicines and consumables for the "six diseases to be managed" has been included in the national key procurement tasks. As this centralized procurement continues to advance, it may become one of the demonstrations of “package procurement by disease type”.

According to the official information of Sanming Purchasing Alliance, as of now, the members of Sanming Purchasing Alliance have covered 19 provinces, 54 cities and 4 counties across the country, and the alliance cities and counties cover a population of 226.35 million. As more and more provinces, cities and regions join the Sanming Alliance, the coverage area will be further expanded, and the new centralized procurement model will soon be rolled out nationwide.

With the deepening of the reform of the national medical insurance payment method, DRG (Disease Diagnosis Related Group) and DIP (Disease Indicator Payment) have moved from pilot to full implementation, and the disease grouping and disease type grouping will be more complete. "By disease type" centralized procurement is expected to help patients find the most cost-effective diagnosis and treatment plan and medication plan, further improving the efficiency and implementation effect of centralized procurement.
