Recently, the Shenzhen Medical Insurance Bureau launched a new "dual channel" drug management regulation, taking the lead in the province to upgrade the circulation of external prescriptions from "trade name" to "generic name", and launched the community health external prescription circulation service. "Dual channel" drugs refer to national medical insurance negotiated drugs with high clinical value, urgent need for patients, and low substitutability. There are currently more than 600 kinds in Shenzhen. In order to ensure the patient's drug needs, when such drugs are not available in the hospital, they can be purchased at the pharmacy through external prescriptions, and enjoy the same medical insurance reimbursement policy as the hospital.
In the past, external prescriptions needed to match specific manufacturers based on the "generic name" of the drug. "For example, 'Adalimumab Injection' is a special medicine for treating rheumatoid arthritis, but due to different manufacturers, there are many 'trade names' such as 'Humira', 'Gleli' and 'Su Lixin'. Patients often encounter the embarrassment of 'not matching the number' when taking the prescription to the pharmacy." Zhang Haiqiao, director of the Price and Medical Insurance Department of Peking University Shenzhen Hospital, introduced.
After the implementation of the new regulations, the external prescriptions issued by the hospital only need to specify the "generic name", that is, the name "Adalimumab Injection". At present, 74 hospitals in the city have realized the circulation of external prescriptions. The new regulations have benefited 910 people in 5 days since they were launched, and the amount of medical insurance reimbursement reached 2.5668 million yuan, an increase of 123% over the same period last month.
"The amount of medicines in the community health center is limited. In the past, when there was a shortage of medicines, patients had to go to the superior hospital for treatment or wait for the community health center to coordinate the arrival of the medicine before they could get the medicine." Xie Bingsong, director of the regional community health center of Minzhi Street, Longhua District, said. On the basis of mature applications in hospitals, the Shenzhen Medical Insurance Bureau actively promotes the extension of external prescription circulation services to the grassroots level, encourages qualified community health centers to issue external prescriptions, and forms a new pattern of drug supply of "hospital/community health center + pharmacy", so that the "dual channel" drug circulation is smoother.
At present, 107 community health centers in Longhua District have taken the lead in completing the upgrade and renovation, and other community health centers in the city will complete the renovation one after another. With the external prescription issued by the community health center, patients can easily buy the desired "dual channel" drugs at the pharmacy at their doorstep, and truly enjoy better, more efficient and convenient medical services.
Chen Yaoguo, head of the Buxin Village branch of Guoda Pharmacy, said that in addition to choosing to buy drugs in the store, patients can also use the "Guangdong Medical Insurance" applet to claim online medical insurance reimbursement and choose to have the drugs delivered to their doorstep, which can truly save time, effort and worry. If patients need some scarce drugs and cannot find them in the pharmacy, they can register and find drugs through the "Shenzhen Medical Insurance" WeChat public account in the "Medical Insurance Drug Cloud Platform" in the "Handheld Services" service.
It is understood that there are 132 pharmacies in the city, including Neptune Star, Guoda Pharmacy, Yuanxin Youhe, etc., which can accept external prescriptions and receive medical insurance reimbursement, covering all administrative districts of Shenzhen.
